. you tune in to hear a string quartet. senator jeff merkley, a democrat from oregon is trying to change that. he's got a proposal to force talking filibusters in the senate. it wouldn't change what i think is a central part in the senate, the 60-vote super majority, but it would make the filibuster into something that the minority had to put some effort into using. you have to want it. now, so i want to be clear on merkley's proposal. if it passed, the minority could still filibuster anything they wanted. they couldn't subject almost everything to the same 60-society challenge we have now. all they would have to do is talk. tell the american people why. and they probably wouldn't even have to do that that much, because the majority can't just let them talk all the time, they have to let them get stuff done. but even that modest reform is too much for many senators. "the huffington post" reports that a bipartisan group of lawmakers led by herman cain and levin are proposing a counter proposal that does even less. it would eliminate some redundant opportunities to filibuster. give

mass shooting that happened in oregon earlier this week. when i saw this morning that this had happened, i sunk in my chair. you really cannot do justice to what these kids and what these teachers have just experienced. in the classroom where collin goddard was shot at virginia tech, there were 17 people in that classroom. only seven of them survived. two dozen kids were shot and wounded in a high school cafeteria in springfield, oregon in 1998. 1998. the police chief there now, who was a first responder that horrible day at that oregon high school 14 years ago said today about newtown, "i know that there is going to be a lot of emotion in that community." he said," in addition to the victims and the families in newtown, that his heart goetz goes out to the police and the emergency services personnel that responded to deal with this, because this is going to take a toll on a lot of people." beth nimo whose daughter was killed in the columbine high school mass shooting, she said today, as far as the parents go, they're not going to know what hp hit them for a long, long time. my

topic turns to protecting our children. the violence we see spreading from shopping malls in oregon to movie theaters in colorado to college campuses in virginia to elementary schools in connecticut. it's being spawned by the toxic brew of a violent popular culture, a growing mental health crisis, and the proliferation of combat-styled weapons. though entrenched special interests are going to try to muddy the cause in the coming days, the cause of this sickening mass shooting like the others is no longer a mystery to common-sense americans, and blessedly, there are more common-sense americans than there are special interests, even if it doesn't always seem that way. i say good luck to the gun lobbyist. good luck to the hollywood lawyer who tries to blunt the righteous anger of millions of parents by hiding behind twisted readings of our bill of rights. our government rightly obsesses day and night on how to prevent the next 9/11 from being launched from a cave in afghanistan or a training base in yemen, but perhaps, just perhaps, now is the time they start obsessing on how to stop the

now, i'll bring in democratic senator from oregon, senator jeff merkley. some of the news we're getting overnight is that mitch mk connell said he's been exchanging papers with harry reid and potentially working toward a deal. we're hearing that one of the points of contention here is -- the bush tax cuts are going to have to go away for some people but where will the income flesh mold be set? 250,000, obama's first offer, 400,000 his second offer or 500,000 kelly o'donnell said the senators will go along with. plan be was a million. in terms of your colleagues and the democratic side, what's an acceptable level for you to where the income threshold should be? >> there's a whole spectrum of opinion and most of us feel the right thing for america is for the line to be at 250,000. it leaves only 2% of americans who would be paying more and it does a maximum amount to start impacting if deficit. on the other hand, this is a negotiation. we realize there's going to be some flexibility. the president has already carved out that territory. so the line isn't going to be a rigid line, i

from oregon, are proposing to restore the filibust filibuster. it's a very simple proposal. they it want to bring back the filibuster as it existed in "mr. smith goes to washington." they want it it to be like jimmy stewart where they had to go to the floor and stand on your principles. now, unfortunately, the filibuster is usually used secretly behind closed doors to stop debate to prevent us from even having a vote. that has nothing to do with what americans understand as a filibuster and there is simply no reason to allow the abuses to continue. >> well, it means that if they were to filibuster, they have to go to the floor and do as you say, "mr. smith goes to washington," and talk endlessly until some conclusion. what do the changes mean for democratic bills, you think? >> it could mean a lot, because many of the bills that democrats have proposed have majority support. they can win in the senate. the problem is they can't get to the 6 o votes that would be required to break a filibuster or force a vote. and so all that's being proposed here is to say, look, if you want to do a

oregon. up into southwestern washington state, as well. we are going to see more rain today, but a stronger storm is going to move in for sunday. that one also has the potential to produce another several inches of rain. we've seen wind gusts so far up to around 60 to almost 90 miles per hour. so these are intense storms that are just hitting the west coast from seattle through portland, all the way down into sacramento, california. even stretching as far south as san francisco. we do have a lot of rain out there that way. we are looking for another 3 to 5, even isolated 6, 7, inch reports on top of what has already fallen. this is mostly a rain event, as well. although we are picking up some mountain snow, it's more or less the rain that has been the biggest issue, along with those gusty winds. elsewhere we aren't really looking at a whole lot going on across the eastern half of the country. few light snow showers possible across new england later on tonight. just making the roads a little slippery. not a whole lot of accumulation. we are also in addition to all that's going on go
